The Obama administration is finishing its strategy for cyber warfare that will include options for the use of military forces against states or entities that conduct attacks on U.S. networks.
The Pentagon’s strategy due out in the next several weeks will state that computer attacks originating from foreign countries will be viewed as acts of war and thus will permit the use of kinetic as well as digital warfare.
